Our Story

Eastern Pennsylvania Alliance for Clean Transportation is a standalone 501(c)(3) nonprofit and a titan of clean transportation in the Northeast. Designated in 1993, the coalition has expanded from its five-county Philadelphia roots to serve a massive 34-county territory across Eastern and Central Pennsylvania. Under the leadership of Executive Director Tony Bandiero, who has steered the organization for over 16 years, EP-ACT serves as a premier technical advisor and project architect, bridging the gap between major metropolitan hubs and vast rural landscapes.

Like all Clean Transportation Network members, Eastern Pennsylvania Alliance for Clean Transportation offers a core set of capabilities to stakeholders.

  • High-level proficiency in "putting together projects"—identifying stakeholders, securing funding, and managing implementation from start to finish.

  • Expert-level Principal Investigator (PI) experience; successfully managing multi-million dollar federal (DOE/Volkswagen Settlement) and state grants.

  • Deep technical assistance for charging and fueling infrastructure, including large-scale corridor planning and utility coordination.

  • Specialized in fleet transition planning, technician training coordination, and first responder safety programs.

Legacy Powerhouse

EP-ACT has been a fixture in Pennsylvania for over 30 years. With Tony Bandiero at the helm, the coalition has moved from managing local conversions to spearheading projects valued at over $400 million. They are "the" known quantity for Pennsylvania's largest fleets, including AAA, UPS, and Aqua America.

Bridge Between Industry and Government

EP-ACT maintains ironclad partnerships with state agencies like PA DEP and PennDOT, while simultaneously navigating the needs of global corporate players. This unique positioning allows them to serve as a "DOT Connector," putting together complex projects that utilize a diverse range of stakeholders.

CNG & RNG Market Leaders

While the coalition is a leader in EVSE deployment, they maintain world-class expertise in gaseous fuels. Their 2024 data shows an industry-leading impact in CNG (displacing 12 million GGE), largely powered by massive landfill gas (RNG) projects with heavy-duty partners.

Education & Academic Integration

From working with Lower Merion School District for over 30 years to partnering with major universities on hydrogen and electric research, EP-ACT serves as a vital educational hub for the next generation of clean energy workers.
