Clean Cities Coalition
Our Story
The Land of Enchantment Clean Cities Coalition (LOECC) is a standalone 501(c)(3) nonprofit serving the entire state of New Mexico, including tribal lands. Designated by the U.S. Department of Energy in 1994, the coalition acts as a technical powerhouse and neutral convener for the region’s complex energy landscape. Under the leadership of Co-Directors Colin Messer and Mateo Messer, LOECC leverages a multi-disciplinary team to bridge the gap between emerging alternative fuels and local implementation. With deep expertise in gas handler licensing, technical writing, and regional corridor planning, the coalition translates technical energy data into actionable fleet solutions for both high-density urban centers and vast rural territories.

Major Projects & Accomplishments
Specialized Technical Internal Team
Unlike coalitions that rely on external consultants, LOECC maintains a specialized internal team including a technical writer, trainer, and media manager. This allows for high-level administrative precision in managing complex projects, such as VW/DERA management and technical fleet audits.
Inter-Regional Corridor Leadership
The coalition is a critical node in Western U.S. energy planning through participation in ChargeWest and the Rocky Mountain electric vehicle network. By coordinating across eight states, LOECC facilitates seamless alternative fuel travel and infrastructure deployment along the I-40 and I-25 corridors.
Accredited Workforce Training
LOECC leads the region in specialized technician certification, including Gas Handler Licensing. By training personnel at institutions like the University of New Mexico and regional transit agencies, the coalition ensures the local workforce is technically equipped to maintain high-pressure and advanced fuel systems safely.
Rural and Tribal Territory Management
Navigating one of the most geographically diverse states, the coalition specializes in the logistical nuances of rural and tribal engagement. LOECC acts as an essential intermediary, ensuring that clean energy hubs and hydrogen refueling projects are deployed equitably across New Mexico’s vast landscape.
