Our Story

The Land of Enchantment Clean Cities Coalition (LOECC) serves the entire state of New Mexico, including tribal lands. Designated by the U.S. Department of Energy in 1994, the coalition acts as a technical powerhouse and neutral convener for the region’s complex energy landscape. Under the leadership of Co-Directors Colin Messer and Mateo Messer, LOECC leverages a multi-disciplinary team to bridge the gap between emerging alternative fuels and local implementation. With deep expertise in gas handler licensing, technical writing, and regional corridor planning, the coalition translates technical energy data into actionable fleet solutions for both high-density urban centers and vast rural territories.

Like all Clean Transportation Network members, Land of Enchantment Clean Cities offers a core set of capabilities to stakeholders.

  • High-level proficiency in conducting fleet data analysis (AFLEET) and creating long-term transition roadmaps.

  • Experts in organizing "Ride & Drives," webinars, and community listening sessions that demystify new technology for the public.

  • Experienced in serving as a Principal Investigator and subrecipient on federal and state grants.

  • Providing deep-dive support for charging/fueling infrastructure and first responder safety training.

Major Projects & Accomplishments

Advanced Workforce Development

The coalition leads the region in specialized technical training, including Gas Handler Licensing for technicians and safety training for first responders. This hands-on expertise ensures that regional maintenance facilities and emergency personnel are technically equipped to manage high-pressure and alternative fuel systems safely.

Inter-Regional Corridor Leadership

LOECC is a critical partner in Western United States energy planning, specifically through initiatives like ChargeWest and the Rocky Mountain electric vehicle charging network. By coordinating across eight states, the coalition facilitates seamless alternative fuel travel and infrastructure deployment across major interstate routes.

Technical and Communication Rigor

The organization is supported by a specialized team of technical writers, trainers, and meeting facilitators. This internal capacity allows LOECC to manage complex deliverables, such as VW/DERA management and technical fleet audits, with a high degree of administrative and engineering precision.

Equitable Rural and Tribal Integration

Serving one of the most geographically diverse states, LOECC specializes in the logistical and cultural nuances of rural and tribal engagement. The coalition ensures that clean energy hubs—including proposed hydrogen and electric corridor projects—are deployed equitably across New Mexico’s vast territory.
